Swimming for Michigan State University, where he was studying forestry, Transvaaler William 'Billy' Steuart was a freestyler All American 1958, 1959 and 1961, winning the NCAA 440 and 1500 titles in 1958 and 1959. In 1961 the university awarded him the Chester Brewer Award, which is presented to the graduating senior for athletic and academic achievement and for possessing a high degree of character, leadership and personality.
Before thse achievements in the USA, Billy Steuart was a Springbok swimmer who won 3rd in the 1954 British Empire and Commonwealth Games 4×220 yards Freestyle Relay with Dennis Ford, and Oklahoma swimmers Graham Johnston, and Peter Duncan. Steuart also finished fourth in the 1954 British Empire and Commonwealth Games 1650 yards freestyle and sixth in the 440 yards freestyle. At the SA nationals in 1956 he won four titles.

On 28 March 1958 Billy Steuart of Johannesburg wins the 1500m freestylke the NCAA championsips at Ann Arbour.
On 20 May 1960 the NCAA rules Billy steuart has another year of eligibilty. In his Senior year he fails to recapture the NCAA titles he won in 1958 and 1959.
